Connecticut State Police Detectives and Troopers Make Arrests During Domestic Highway Enforcement Operations in February

On 02/20/2024, at 8:00 a.m., Detectives assigned to the CSP Statewide Narcotics Task Force (SNTF) and the Waterbury Violent Crimes Task Force (VCTF), with assistance from the Waterbury Gang Task Force, the CSP Traffic Services Unit and Troop A in Southbury, conducted a Domestic Highway Enforcement (DHE) Operation in the City of Waterbury. 

Undercover Detectives observed several hand-to-hand narcotics transactions and approached 2 individuals identified as buyers. Following a brief on-scene investigation, both individuals, were arrested by misdemeanor summons:

 Michael R. Thibeault, DOB 11/18/1982, of Bridgeport

C.G.S. 21a-267, Possession of Drug Paraphernalia

C.G.S. 14-215, Illegal Operation of a Motor Vehicle Under Suspension

 Thibeault was released on a Promise to Appear and is scheduled for arraignment at Waterbury Superior Court, on 03/06/2024.

Bardyl Polozani, DOB 07/19/1974, of Waterbury

C.G.S. 21a-279(a)(1), Possession of a Controlled Substance

 Thibeault was released on a Promise to Appear and is scheduled for arraignment at Waterbury Superior Court, on 03/05/2024.

 Detectives and uniformed Troopers then converged on the individual observed to be conducting the narcotics sales, identified as Jorge Feliciano DOB 09/30/2001, of Hartford. Feliciano was found to be in possession of approximately 10 grams of “crack” cocaine, packaged for distribution, a digital scale, and approximately $1,500 in U.S. currency (suspected narcotics sales proceeds).  Feliciano was subsequently arrested and charged with:

 C.G.S. 21a-277(a)(1)(A), Sale of Narcotics

C.G.S. 21a-279(a)(1), Possession Controlled Substance

 Feliciano was later released on a $50,000.00 non-surety bond pending his scheduled arraignment at Waterbury Superior Court, on 03/07/2024. 

 In addition, Detectives assigned to this operation assisted with the recovery of a 2018 Hyundai Tucson, reported stolen out of Trumbull earlier in the day. During the investigation, it was learned that the stolen Hyundai had been used in the course of a residential burglary and a commercial burglary in Fairfield County that same morning.

 Detectives identified and followed the stolen Hyundai to the area of Division Street and North Main Street, where the vehicle was observed parking in a driveway on Division Street. Detectives then observed two occupants exit the vehicle and flee on foot. After a brief foot pursuit, Detectives located and arrested an 11-year-old juvenile. The Police Departments investigating the residential and commercial burglaries were contacted and advised of these developments. 

 On 02/29/2024, at approximately 9:00 a.m., Detectives assigned to CSP Statewide Narcotics Task Force (SNTF), Violent Crimes Task Force, CSP Traffic Services Unit, DHE Uniformed Troopers, with the assistance of Troop H in Hartford, conducted a Domestic Highway Enforcement Operation in the greater Hartford Area. 

 Undercover Detectives conducted surveillance throughout the operation and observed numerous hand-to-hand narcotics transactions as well as an occupied stolen vehicle. These observations were relayed to uniformed Troopers who were able to converge on the suspects and make arrests as appropriate. 

 As a result of this operation, the following individuals were arrested and charged:

 Neysa Campos, DOB 07/02/1993, of Waterbury 

C.G.S. 53a-124, Larceny 3rd Degree 

C.G.S. 53a-119c, Theft of a Motor Vehicle

 Additionally, it was found that Campos was the subject of an active arrest warrant held by New Britain Police.

 Campos was released from State Police custody on a $50,000 non-surety bond and scheduled for arraignment at Hartford Superior Court, on 03/18/2024. Campos was subsequently turned over to the custody of New Britain Police.

 Patrick Talarski DOB 12/09/2004, of Avon

C.G.S. 21a-279(a)(1), Possession of Controlled Substance 

C.G.S. 21a-267, Possession of Drug Paraphernalia.

Talarski was released on a $500 non-surety bond and is scheduled for arraignment at Hartford Superior Court, on 03/18/2024.

 Nichole Hanke, DOB 10/21/1988, of New London

C.G.S. 21a-279(a)(1), Possession of Controlled Substance 

 Hanke was released on a $5,000 non-surety bond and is scheduled for arraignment at Hartford Superior Court, on 03/18/2024.

Additionally, it was found that Hanke was the subject of 4 PRAWN re-arrest warrants issued by the court, with a total of $25,000 in court set bonds. Hanke was subsequently transferred to the custody of the CT Department of Corrections pending her arraignment at Hartford Superior Court.

 Additional arrests are anticipated.
