On 03/29/2024 at approximately 1023 hours, CSP-H, Hartford received a be on the lookout (BOLO) and
Amber alert for a stolen red colored Toyota Camry bearing Massachusetts 3SCX29 with an autistic child
inside of the vehicle, reported by Chicopee Massachusetts. The Windsor Police Department was able to
locate the Toyota Camry, unoccupied, and parked outside of the Dollar Tree, located at 1065 Kennedy
Road, in the Town of Windsor. The Enfield Police Department responded to the scene and utilized their K9 Dunkin, to trace a scent to the front of the Dollar Tree. Troopers responded on scene and were able to
locate a white male wearing all black with black shoes inside of the Dollar Tree, who fit the description
aired out on the BOLO. With the help of a photograph provided by Windsor Police, Troopers were able to
locate the suspect inside Dollar Tree, where he was positively identified as Vadim Vorobyov (DOB
03/05/1972) out of Springfield, Massachusetts. Vorobyov was placed under arrest and was transported to
CSP-H, Hartford, to be processed.
Vorobyov was charged in violation of C.G.S 53a-94 Kidnapping 2nd,
C.G.S 53-21 Risk of Injury, C.G.S 53a-63 Reckless Endangerment 1st, C.G.S 53a-122 Larceny 1st.
Vorobyov is scheduled to appear at GA-14 Hartford Superior Court on 04/01/2024 with a set $2,000,000
cash/surety bond
